(2)Notwithstanding anything contained in sub-rule (1), where an application for grant or renewal of a certificate of registration is refused on account of any lapse on the part of the applicant in suppressing any material information or in not furnishing any material information asked for by the Supervising Authority the fees paid by the applicant shall lie forfeited.
