Section 7(1) in The Assam Co-operative Societies Rules, 1953
(1)No person or society qualified under the bye-laws to be a member of a co-operative society shall be excluded from membership without sufficient cause :Provided that without the sanction of the Registrar-(i)no registered society with unlimited liability shall have more than 100 members, except with the approval of the Registrar which will not be given except for special reasons to be recorded in writing;(ii)no registered society with unlimited liability shall have more than 50 members at the start; the member may be increased by not more than 20 members a year up to the maximum prescribed above.
