Information sought:
RTI APPLICATION DATED 19/08/2014 The appellant through his RTI has sought the information in relation to his son Anuj Sachan, who appeared in the postal departmental examination held on 31/08/2013. He wants to know the rulings on whose basis Ankit Kumar and Alok Kushwaha were selected apart from his son Anuj Sachan and also wants to know about the mistake made by the department is mentioning the percentage of marks that has to be secured by the OBC candidate for qualifying the examination. Whether Ex. Asst Director (Recruitment) Sh. Manoj Mishra, CPMG Uttar Pradesh Lucknow were removed from the service after found responsible for the said mistake and other related information in respect of two different signatures made from a single person on the said two letters (i) Viz./RTI/APP-23/2014/4/2 Lucknow dated 19/02/2014 and (ii) Viz./RTI/APP- 209/2014/4/2 Lucknow dated 07/07/2014.
RTI APPLICATION DATED 20/10/2014 The appellant through 52 queries has sought the information regarding non selection of his son Anuj Sachan in the examination held for the post of PA (SBCO) in the postal department. Also has sought the details regarding the appointment of Vipin Kumar Khushwaha, Rakesh Kumar Verma and Upender Yadav and various information related to letter no. 257/2014, 276/2014, 501/2014, 394/2014 & 592/2014 . Whether any action was taken against Sh. Manoj Kumar Mishr after being found responsible for the guilty/corruption made by him during the appointment and other related information related to the changes made in the procedure of selection of the candidates for the said post.

Relevant Facts emerging during Hearing:
The following were present Appellant: Mr. Ram Kumar Sachan through VC Respondent: Mr. A P Asthana CPIO's representative through VC The appellant alleged that a number of irregularities were committed by the postal department in recruitment of PA (SBCO) which he has enumerated in detail in his appeal. He requested that his allegations should be conveyed to the postal authorities. The CPIO's representative stated that an enquiry was made in the matter which revealed that the advertisement issued for recruitment inadvertently specified the minimum marks as 38% whereas as per rule the minimum marks for OBC are 37%. He further stated that the appellant wanted all recruitment to be combined whereas PA (SBCO) is treated as a separate group and result is declared separately for each group. He informed that a number of candidates had received cut off marks of 73 for paper 1 and as per laid down guidelines they selected the candidate with the highest age.
Decision Notice:
At the outset it is clarified that the CPIO, under the RTI Act, is required to furnish information/documents as available on record; however, eliciting answers to queries, redressal of grievance, reasons for non compliance of rules/contesting the actions of the respondent public authority are outside the purview of the Act.
It is directed that the appellant's 2nd appeal may be treated as grievance and appropriate reply should be sent to him within 4 weeks. If, thereafter, the appellant has any issue he has to approach the appropriate forum for relief.
The appeal is disposed of accordingly.
