(8)"drain" includes shewer, a house-drain, a drain of any other description, a tunnel, a culvert, a ditch, a channel and any other device for carrying of sewage, offensive matter, rain water of subsoil waters;[(8-a) "Election Commission" means the State Election Commission consisting of a State Election Commissioner appointed by the Governor under Article 243-K of the Constitution] [Inserted vide Orissa Act No. 11 of 1994 w.e.f. 31.5.1994.];
