Section 7(1) in The Gujarat Educational Institutions (Regulation) Act, 1984
(1)The State Government may by notification in the Official Gazette appoint such persons as posses the prescribed qualification to the Inspectors for the purpose of this Act and may assign to them such local limits as it may think fit.
