THE MINISTER OF RAILWAYS (SHRI NITISH KUMAR): Sir, 8029 Dn Kurla-Howra Express from Kurla to Howrah derailed at 5.40 hours of 3rd December, 1998 between Mhasawad-Shirsoli stations on Manmad-Jalgaon section of Central Railway's Bhusaval Division.
The train engine and 11 coaches next to it derailed, of which five coaches capsized. Prima facie, the cause of the accident is weld failure of rail. As a result of the above accident, five passengers died, eight suffered grievous injuries and 10 passengers suffered simple injuries. Some more passengers -- whatever information we have got, it seems not exceeding three -- are trapped inside the coaches.
Only the down-line has been obstructed and single line working has been introduced via the Up-line.
Stranded passengers of the train involved in the accident have been cleared to Bhusaval from where they will continue their onward journey.
The DRM, along with Divisional Officers from Bhusaval and AGM, along with Heads of Department from Mumbai have gone to the site. The Minister of State, Shri Ram Naik, along with Member (Engineering) and Member (Electrical), Railway Board and General Manager, Central Railway have also rushed to the accident site by air. सभापति महोदय : यह एक दुखद दुर्घटना है।

(व्यवधान) श्री नीतीश कुमार : इसके बारे में पहले से सूचना थी लेकिन जैसे ही सदन में आने से पहले हमें दस बजे जानकारी मिली, मैंने वहां लोगों से बातचीत की। इसके बाद तुरन्त या तो मैं जाता या राम नाईक जी जाते लेकिन आज लोक सभा में हमारे मंत्रालय का कवश्चन्स का दिन था और कल राज्य सभा में है। इसलिए मैंने राम नाईक जी से कहा है कि आप साइट पर जाएं। वह साइट पर गए। आज सुबह मैम्बर इंजीनियरिंग, मैम्बर इलैकटि्रकल चूंकि इलैकटि्रफाइड रूट है और यह इलैकटि्रक लोको था जो डिरेल हुआ है, इसलिए हमने मैम्बर इलैकटि्रकल को भेजा है। सब लोग वहां गए हैं। इन एकसीडैंटस के पीछे हर किसी का सेफटी कनसर्न है, इसलिए हम लोगों ने कई कदम उठाए हैं। सभापति महोदय : रेल दुर्घटनाओं पर जब बहस होगी उस समय ये सब बताया जाए। श्री नीतीश कुमार : मेरा एक आग्रह है कि रेल एकसीडैंटस और सेफटी मेजर्स पर जो भी विषय का नाम चुनें, उस पर सदन में चर्चा होनी चाहिए। सभापति महोदय : वह पहले से सूची में है।

SHRI NITISH KUMAR: I thought, I should give detailed information. My colleague, the Min ister of State has gone to the site. So, I thought, I would collect the detailed information and share it with you tomorrow through a suo motu statement.
PROF. P.J. KURIEN : As soon as you knew it, you should have shared the information with us when we are sitting here.
SHRI RAJESH PILOT : We have given notice for a motion for discussion on rail safety. मंत्री जी के इस सुझाव को मान लिया जाए कि इस पर डिसकशन करवाई जाए। उस चर्चा में कई सुझाव आ स्कते हैं। सभापति महोदय : बी.ए.सी. की मीटिंग में तय हुआ है कि रेल दुर्घटनाओं और उनकी सुरक्षा संबंधी विषय पर बहस होगी। श्री बसुदेव आचार्य : उसको प्रॉयरिटी नहीं दी गई है और न ही यह बताया गया है कि वह कब होगी? श्री मदन लाल खुराना: हमें इस पर कोई ऑबजैकशन नहीं है। अगर आप इसे पहले कराना चाहते हैं तो करिए। मंडे को माइनॉरिटीज पर डिसकशन है। श्री बसुदेव आचार्य : माइनॉरिटीज पर डिसकशन कराने के बाद इसे ले लीजिए। श्री मदन लाल खुराना : आप स्पीकर साहब से मिल लीजिए। जिस दिन भी इस पर डिसकशन करवाना चाहें, करवा लीजिए। सभा की कार्यवाही शुक़वार, ४ दिसम्बर, १९९८ के ११०० बजे तक के लिए स्थगित होती है।
