Section 7 in Tamil Nadu Panchayats (Moving of Resolutions At Meetings of Village Panchayats) Rules, 1999
7. Mode of discussion.
(1)No speech, except with the permission of the president shall exceed five minutes in duration:Provided that the mover of a resolution when moving the same may speak for not more than ten minutes.(2)The discussion of a resolution shall be strictly limited to the subject of the resolution moved.
