Section 15(2) in The West Bengal Co-Operative Societies Act, 1983
(2)If the Registrar fails to dispose of the application for registration of a co-operative society and its by-laws or if registration thereof is refused by him, he shall transferee application to the Registration Council as required under sub-section (5) of section 13.
