(8)On an application by a Council, and on sufficient and satisfactory reasons being shown, the State Government may extend the time limits prescribed in subÂsections (1) and (3). If within the period prescribed in sub-section (1) or (3) or within the extended period (if any), a Council fails to prepare or execute the scheme it shall be presumed that the Council has committed default in performance of its duty under this Act.
