Section 31(3) in The Merchant Shipping (Cargo Ship Construction And Survey) Rules, 1974
(3)An application for survey shall be made, not later than 72 hours before the hour at which the survey is desired to be commenced to the principal officer of the district concerned or such other officer or officers whom the Central Government may appoint in this behalf by a notification in the Official Gazette, during office hours on any working day.
