Section 50(3) in The Punjab Minor Canals Act, 1905
(3)The Collector shall determine from whom the cost of removing or modifying the obstruction shall be recovered, and the amount of compensation due to any person injuriously affected by the removal or modification of the obstruction and the person by whom such compensation shall be payable :Provided that no compensation shall be awarded for an advantage obtained by an arbitrary or inequitable course of action.
