Section 16(1) in The Naval Ceremonial, Conditions Of Service And Miscellaneous Regulations, 1964
(1)Orders concerning the ceremony to be observed shall be issued by the Chief of the Naval Staff on each occasion. The usual procedure to be followed shall be for flags to be half masted on the day of the funeral only, with the ensign (if available) or the national flag of the bereaved nation at the dip on the main mast. No gun salutes shall be fired unless specially ordered.
