Section 28(1) in Mizoram Liquor (Prohibition and Control) Act, 2014
(1)If any holder of a licence, permit or pass granted under this Act contravenes any provision of this Act or any rule made thereunder, or makes default in complying with any condition imposed upon him by such licence, permit or pass, after the cancellation of such licence, permit or pass, the Commissioner may at any time-(a)take over the management, at the risk and loss of the person to whom such licence, permit or pass was issued;(b)transfer the unexpired portion of the management at the risk and loss of that person to any other person.
