Section 13(3) in The Delhi Street Vendors (Protection of Livelihood and Regulation of Street Vending) Rules, 2017
(3)The Commissioner or Chairperson or Chief Executive Officer of the Local Authority shall appoint a Returning Officer for conducting the election of members of the Town Vending Committee (s) representing the street vendors of the area under the jurisdiction of the concerned Local Authority.
