(9)No person shall drive on any Government road any vehicle laden with bamboos, logs, steel beams, planks or other materials of a similar character which exceed 12 feet in length and project beyond the vehicle, unless the vehicle is accompanied by another person to keep a watch over the length of the materials projecting beyond the vehicles.
