Section 11(1) in The Calcutta Municipal Corporation Act, 1980
(1)The Corporation shall, at its first meeting after a general election or as soon as may be at any meeting subsequent thereto, group the wards of the Corporation which are contiguous into [fifteen] [Word substituted by W.B. Act 32 of 1983.] boroughs, each consisting of such number of wards as the Corporation may determine, and constitute a Borough Committee for each such borough.
