- Subject to the provisions of this Act, the highway authority shall have the following powers and functions, namely: -(a)to execute development schemes;(b)to control ribbon development;(c)to prevent and remove encroachment;(d)to exercise such powers and functions as are necessary and incidental to any or all of the above matters; and(e)to exercise such other powers and functions as may be prescribed.
