Section 2(j) in The Tamil Nadu Building and other Construction Workers (Regulation of Employment and Conditions of Service) Rules, 2006
(j)"competent person" means a person so approved by the Chief Inspector of Inspector of Building and Construction, possessing adequate qualification, experience and skill as specified under rule 2-A of the Tamil Nadu Factories Rules, 1950 for the purposes of testing, examination or annealing and certification of lifting appliances, lifting gears, wire ropes or pressure plant or equipment;
