Section 7(7) in The Orissa Consolidation of Holdings and Prevention of Fragmentation of Land Rules, 1973
(7)The Director of Consolidation may, where he is of the opinion that the Consolidation Committee is not representative of villagers of the unit, dissolve the same and constitute another in the manner prescribed under Sub-rule (3).
