Section 4(1) in The West Bengal Motor Vehicles Rules, 1989
(1)Upon receipt of an application for a licence or for addition to, or renewal of, a licence the licensing authority may make such enquiries as may be reasonably necessary to establish the identity arid eligibility of the applicant.
