Section 42(1) in The Rajasthan Municipal Service Rules, 1963
(1)For the purposes of recruitment by selection on seniority-cum-merit basis, selection shall be made by the Selection Committee from all the officers included in the list referred to in Rule 41 who are eligible for selection to the various grade of posts specified in Rule 39.
