Section 3(1) in The Orissa Veterinary Practitioners Rules, 1976
(1)The Director shall advise the State Government on the request of the Registrar for nominating the President out of a panel of three names recommended by the Director from amongst the Veterinary Graduates of the State as stipulated under Section 4 (a).
