Where the system of depositing records in cloth bundles exists it should be discontinued as possible and the system of flat bundles laid down in these rules should be introduced provided that this can be done within the available Record-Room grant. Meanwhile the bundles should be indexed as indicated in these rules.IV. Custody, Removal and Transmission of Records and Documents Contained Therein
