Section 18(1) in The U.P. Directorate of Geology and Mining Ministerial Service Rules, 1978
(1)On the occurrence of substantive vacancies, the appointing authority shall make appointment by taking candidates in the order in which they stand in the list prepared under Rules 15 and 16, as the case may be.
