- The stock of grains should be bought either by tender in writing called for by public advertisement or by public auction of which full notice has been given in the bazars. Before holding an auction or opening the tenders the Superintendent should ascertain by local enquiries, by reference to official price lists or other means, what the ruling prices are. Samples to fix quality are of course essential. In the event of combination among the merchants, it is always open to the Superintendent to postpone his purchase and to take steps to break up the combine by bringing in tenderers from other markets.
