(3)SLDC shall take all decisions with regard to the dispatching of stations after evaluating all possible network parameters, constraints, congestion's in the transmission network and in the eventuality of any such network aberration, the instructions by the SLDC with regard to dispatch and drawal shall be binding on all State Entities.
