- If any difficulty arises in giving effect to any of the provisions of this Act, the State Government may. in consultation with the Chancellor. by an order published in the Official Gazette, make such provision, not inconsistent with the provisions of this Act, as it may deem necessary for removing such difficulty :Provided that no such order shall be made under this section after the expiry of a period of two years from the date of commencement of this Act.
