1. The issues under consideration arising out of the second appeal dated 23.10.2017 include non-receipt of the following information raised by the appellant through his RTI application dated 31.07.2017 and first appeal dated 13.09.2017:
(i) धानमं ी मु ा योजना के तहत पांच लाख से पचीस लाख तक का ऋण का लाभ ले ने िलए कौन-कौन से द ावेज एवं गवाह दे ने के बाद म ऋण का लाभ िमल पाये गा I Page 1 of 4
(ii) धानमं ी मु ा योजना के तहत वेरोजगार लोंगो को रोजगार करने के िलए अिधकतम िकतना ऋण की रािश िदया जाता है िवशेष जानकारी िदया जाय I
(iii) धानमं ी मु ा योजना के तहतवे रोजगार लोंगो को रोजगार करने के िलए बक आवे दन करने के िकतने िदनों के अ र म ऋण का लाभ मील जायेगा समय सीमा के साथ िवशेष जानकारी िदया जाय I
(iv) धानमं ी मु ा योजना के तहत जो ऋण िमलता है उसका साल म िकतना % ाज दे ना पड़ता है िवशेष जानकारी िदया जाय I
(v) ा यह बात स है िक धान मं ी मृदा योजना के तहत ऋण का लाभ के िलए िकसी भी कार का द ावेज एवं गारं टी की ज रत नही ं पड़ता है I
(vi) ा यह बात सही है की वेरोजगार लोंगो को धानमं ी मु ा योजना के तहत ऋण का लाभ नही ं िदया जा रहा है वेरोजगार लोंगो की बक शाखा का रोज िदन चकर लगवाया जाता है बक का चकर लगाने के बाद भी ऋण का लाभ आजतक नही ं िमला है ऐसे लोंगो को िकतने िदनों के अ र म ऋण का लाभ मील जाये गा िवशेष जानकारी िदया जायI
(vii) धानमं ी मु ा योजना के तहत अभी तक िकतने लोंगो ऋण िदया गया है सं ाम उतर द I
(viii) धानमं ी मु ा योजना के तहत ऋण ले ने के िलए कहाँ एवं कैसे आवेदन कर आवेदन कहाँ िमलता है वेइशे ष जानकारी िदया जाय I
(ix) बक से जो लोग पूव म ऋण िलया था उसी को धानमं ी मु ा योजना म रशाईिकल (कनभट ) िकया जा रहा है एवं ऊपर के पदािधकारी को इसी के सूिच बनाके वाहावाई लु टा जा रहा है एवं पधानमं ी मु ा योजना का लाभ लोंगो को नही ं िदया जा रहा है I Page 2 of 4
(x) धानमं ी मु ा योजना का लाभ वेरोजगार लोंगो को नहीं िमल रहा है उतर द ा यह िनयम के अनुसार है या िनयम के िव है उतर द I

Succinctly facts of the case are that the appellant filed an application dated 31.07.2017 under the Right to Information Act, 2005 (RTI Act) before the Central Public Information Officer (CPIO), IDBI Bank, Mahnar, Vaishali, Bihar seeking aforesaid information. The CPIO did not reply to the RTI application. Dissatisfied with this, the appellant has filed first appeal dated 13.09.2017. The First Appellate Authority did not pass any order. Aggrieved by this, the appellant has filed a second appeal dated 23.10.2017 before this Commission which is under consideration.
3. The appellant has filed the instant appeal dated 23.10.2017 inter alia on the grounds that no reply has been given by the CPIO till date. The appellant requested the Commission to direct the CPIO to provide the information immediately and take necessary action against the CPIO.
4. The CPIO and the FAA did reply to the RTI application as well as the first appeal.
5. The appellant remained absent and the respondent Mr. P.K. Pegu, Dy. General Manager, IDBI Bank Limited, Mumbai attended the hearing through video conference.
5.1. The respondent submitted that appellant has not deposited the requisite RTI application fee i.e. Rs.10/-. They further submitted that once the RTI application fee i.e. Rs. 10/- is deposited by the appellant, they will reply to the RTI application of the appellant.
6. The Commission after adverting to the facts and circumstances of the case, hearing the respondent and perusal of records, directs the respondent to give Page 3 of 4 reply/information to the appellant free of cost in the form of certified copy within 10 days from the date of receipt of this order. Accordingly the appeal is disposed of.
Copy of the decision be provided free of cost to the parties.
