Section 36(1) in The Orissa Urban Police Act, 2003
(1)The Commissioner in an area under his charge may, by public notice, and in consultation with concerned public authorities, temporarily reserve for any public purpose any street or other public place and prohibit persons from entering the area so reserved, except on such conditions as may be specified by him.
