Section 24(1) in The U.P. Consolidation Department Ministerial and Drawing Staff Service Rules, 1980
(1)No Superintendent shall be allowed to cross the efficiency bar unless he has worked deligently and to the best of his ability, his work and conduct are found to be satisfactory, his control and supervision over the staff is found to be adequate and his integrity is certified.
