Section 107(2) in The Orissa Hindu Religious Endowments Rules, 1959
(2)Whenever publication of notice is necessary and the mode of such publication is not provided under the rule or in the Act, such publication shall ordinarily be made either by affixing a copy to the front door of the institution and in a conspicuous part of the village and by beat of drum at the locality or by publication in a local newspaper :Provided that such publication shall be caused through and at the cost of the Revenue authorities having jurisdiction unless the Commissioner or the Assistant Commissioner specially direct publication through any one of their subordinates.
