Section 13(1) in The Maharashtra State Legal Aid and Advice Board Rules, 1981
(1)Every committee shall as soon as it starts its work in connection with the legal aid services and Scheme and legal aid programme, constitute a Cell for Scheduled Castes and Scheduled Tribes, Vimukta Jatis and Nomadic Tribes.
