Section 28(e) in Model Rules, 2011 under Bengal Ferries Act, 1885
(e)it is provided with approved life buoys ( By Director General of shipping ,Government of India ) calculated at the rate of one for every 5 passengers with a minimum of two ,if boat fitted with internal buoyancy tanks or buoyant seats ,the number of life buoys may be reduced by half subject to minimum of 2;
