(2)Without prejudice to the provisions of Sub-section (1) if any doubt or difficulty arises in giving effect to the provisions of this Act, the Government may, as occasion may require, by order, do anything which appears to them necessary for the purpose of removing the doubt or difficulty :Provided that no order shall be issued under this Sub-section after the expiration of a period of two years from the date of commencement of Section 1 of this Act.NotificationsPart-II Panchayati Raj (G.P.) No. 1176/93. - In exercise of the powers conferred by Sub-paragraph (1) of Paragraph 5 of the Fifth Schedule of the Constitution of India, the Governor of Orissa is pleased to direct that the provisions of the Orissa Zilla Parishad Act, 1991 (Orissa Act 17 of 1991) shall apply to the Scheduled Areas of the State with immediate effect.The 28th January, 1994S.R.O. No. 99/94. - In exercise of the powers conferred by Sub-section (2) of Section 1 of the Orissa Panchayati Raj Finance Commission (Miscellaneous Provisions) Act, 1993 (Orissa Act 28 of 1993), the State Government do hereby appoint the first day of February, 1994 as the date on which the said Act shall come into force.
