Section 14 in The Indian Red Cross Society (Bengal Branch) Act, 1920
14. Presiding officer. - The President shall preside at every general meeting of the Society, whether annual or extraordinary, and in the absence of the President, the Chairman or some other person appointed by the Chairman shall preside over such general meeting.
