Section 11(1) in The Bangalore Metro Railway (Opening of Public Carriage for Passengers) Rules, 2011
(1)On receipt of a reference under sub-rule (2) of rule 3 from the Bangalore Metro Railway Administration, the Commissioner shall, with a view to determining whether it is fit to be so opened, inquire into all matters which appear to him relevant for the safety of public carriage of passengers on that metro railway.
