Section 77(2) in The Maharashtra Narcotic Drags and Psychotropic Substances Rules, 1985
(2)No person, unless he is authorised in this behalf by the Licensing Authority by an order made under sub-rule (2) of rule 91, shall transport manufactured drugs for educational or scientific purposes and not exceeding such quantities and otherwise than in such manner as may be specified in such order.
