Section 16(1) in Karnataka Janapada Vishwavidyalaya Act, 2011
(1)The Registrar shall be a whole time officer of the University. The Government may appoint an officer not below the rank of Group `A' senior scale of Government or a senior most Professor who has served atleast five years as Professor in any faculty of the University to be the Registrar of a University.
