Section 12(2) in The Orissa Bhoodan and Gramdan Act, 1970
(2)Every declaration made under Sub-section (1) shall be filed before the Tahsildar within whose jurisdiction the land is situate :Provided that it the land is situate within the jurisdiction of more than one Tahsildars the declaration may be filed before the Tahasildar within whose jurisdiction any portion of the land is situate.
