Section 20(5) in The Assam Agricultural University Act, 1968
(5)The Vice-Chancellor shall take such action in an emergency as may be deemed necessary and proper. He shall, in such cases and as soon as may be thereafter, report his action to the authority which ordinarily have dealt with the matter.
