(2)For the purposes of sub-section (1), a local newspaper shall be a newspaper which is published daily, either from a place within the State or from the Union Territory of Chandigarh, and is amongst three newspapers having maximum circulation in the State as certified by the Director, Public Relations, Punjab, from year to year.Evidence
