(4)to make rules of service conditions of teachers of such Institutions and to provide thereunder grant of leave with or without allowance, and to establish Pension, Insurance, Provident Fund for teachers and to expect satisfactory arrangement for training and other work of this type and to inspect such arrangements from time to time.
