Section 25A(5) in The Rajasthan Subordinate Co-Operative Service (Class I) Rules, 1955
(5)Subject to the provisions of rules, the Registrar shall select the candidates who stand highest in order of merit in the list prepared by the Committee under sub-rule (4) of rule 25(A):Provided that the inclusion of a candidate's name in the list confers no right to appointment unless the Appointing Authority is satisfied after such enquiry as may be considered necessary that such candidate is suitable in all other respects for appointment to the post concerned.
