Section 18(1) in The U.P. Excise (Prohibition) Subordinate Service Rules, 1978
(1)On the occurrence of substantive vacancies the State Prohibition Officer shall make appointments to the various categories of post included in the cadre of the service from the lists prepared under Rule 16 or 17 as the case may be.
