Section 23(1) in The Goa, Daman and Diu Land Revenue (Disposal of Government Lands) Rules, 1971
(1)The Collector shall, with the approval of the Government, prepare a list of building plots in un-occupied lands in his district which in his opinion are likely to be valuable by reason of their proximity to a railway station, market or for any like reason or which in any scheme of development have been set aside as specially valuable or which may be required for any Government or public purpose or any purpose which in the opinion of the Government is a special purpose. Such list shall be called the list of Reserved Building Plots.
