(d)It is a repetition of an appeal already decided and no new facts circumstances are adduced.(ii)Where an appeal is withheld, the appellant shall be informed of the act and the reasons therefor.(iii)A list of the appeals withheld, by any authority shall be submitted to the appellate authority at the end of every quarter together with the reasons for withholding them.
