Section 13(1) in The General Provident Fund (Orissa) Rules, 1938
(1)When emoluments are drawn from a Government Treasury in India or form an authorised office of disbursement outside India, recovery of subscriptions on account of these emoluments and of the principal and interest of advances shall be made from the emoluments themselves.
