(b)In cases in which land has been used for [Residential or Commercial or Public Utility] [As amended by G.S.R.45, Dated July 31, 1998, published in Rajpatra Part 4(ga), dated 7-8-1998, page 151(2), w.e.f. 7-8-1998] purpose as are against public policy, or accepted norms of decency and morality, or are a hazard of public health, sanitation or safety, unless each such individual case is considered and approved by a committee constituted by the State Government for any district or area by a notification published in the official gazette
