Section 25(2)(c) in The Oil Mines Regulations, 2017

(c)the contract specify safety and health requirements and sanctions and penalties in case of noncompliance and such contract shall include the right for mine officials to stop the work whenever a risk of injury is apparent and to suspend operations until the necessary remedies have been put in place.
