Section 39 in Andhra Pradesh Juvenile Justice (Care and Protection of Children) Rules, 2003

39. Shelter Homes-set up, management and functions.

(1)For the children in urgent need of care and protection, such as destitute, street children, run-away children etc., the Government shall support creation of the requisite number of shelter Homes/Drop-in Centres through voluntary organisations.
(2)Such Homes/ Centres should have the minimum facilities of boarding and lodging besides the provision for fulfilment of basic needs in terms of clothing, food, health care and nutrition etc. Such children in crisis situations may live in short-stay homes, which shall have adequate facilities for education, vocational training and recreation as well. The minimum requirement of space in the dormitories shall be 40 sqft. per child and one toilet for every ten children. The premises should be kept clean. There should be adequate provision for potable drinking water and water for sanitary purposes.
(3)The services of Superintendent and Social Worker shall be provided for the proper care, protection, development, rehabilitation and reintegration needs of such children.
(4)No child shall ordinarily stay in the Home/Drop-in-Centre for more than a year, increase of Government funding.
(5)Transparency shall be maintained in running these Homes. Visitors are allowed. However, while visiting an institution, the visitors shall not say or do anything which undermines the authority of the Superintendent/ Project Manager or do anything which is in contravention of any law or rule or impinges on the dignity of the child.
